◆ 欧洲铁路行业协会（UNIFE）

UNIFE, the Association of the European Rail Supply Industry, was created by a merger of three preceding organisations: AICMR (Association Internationale des Constructeurs de Matérial Roulant), AFEDEF (Association des Fabricants Européens d’Equipements Ferroviaires), and CELTE (Constructeurs Européens des Locomotives Thermiques et Electriques). These associations were all based in France.

Anticipating the creation of the European Single Market in 1993, the rail sector recognised the urgent need to engage in transport-related discussions at the new European level. The three associations decided to unite in 1991 as UNIFE and relocated to Brussels the following year.

Today, UNIFE represents more than 100 European companies active in the design, manufacture, maintenance and refurbishment of rail transport systems, subsystems and related equipment such as rolling stock, infrastructure and signalling. UNIFE also has a number of Associate Members, including the national railway industry associations of 12 European countries.

◆ EN45545防火检测报告&供应商管理 

燃烧与有害物质都是产品的一种固有属性，其管控涉及两个重要的环节，一是管控标准的识别和要求制定，二是将管控要求递给供应商，实施源头管理，降低风险。对于轨道交通车辆来说，其应用材料种类繁多，数量庞大，供应商管理难度非常大。综合成本及难度，宜采用防火检测报告、符合性声明及供应商审核相结合的方式对不同的供应商进行分级管理。

值得一提的是，欧洲铁路行业协会(简称UNIFE)下属的消防安全专题小组，一直密切关注并协助逐步推进有关铁路车辆防火的EN 45545系列的实施。他们开发了FCIL（fire certificate inventory list防火证书清单）模板和供应商防火安全声明模板，在材料与部件防火安全管控方面得到广泛应用。目前欧盟铁路互联互通技术规范认证过程中也基本采用上述模板进行相应的信息审核。该清单包含了车辆生产相关的基本信息、材料部件信息、分类规则、测试信息、符合性评估规则等等，填写过程中需要依据车辆物料清单逐级逐项分解，以对标到EN 45545的标准要求中。通常，供应商提交的报告或证书原则上有效期为5年(自签发日起)，如果产品能确保产品特性长期保持，有效期可延长5年。
